Windows XP security console is an alternative to Group Policy Editor (gpedit.msc) shipped in Windows XP Professional (not shipped with windows home versions).
Unzip the zip file and open the exe file (PROBABLY xp_secconsole.e xe) in unzipped folder.
In the left pane, click on [System Security] option. In the right pane uncheck the [Disable Task Manager] option.
This will solve your problem.
