I believe this depends on how the SMTP is configured for PHP.

The first question is why are you using IDLE on a Mac when Mac already comes with Python? I would try another library.

Also, you might want to read up on some of the criticism that it had. It's not very stable:

I don't quite understand the issue.
This is normal and that's why sites with a large amount of content tend to have multiple pages or a page with a start and end index. What you can do is go to your SQL Server manager and see how long it took for it to run the same query. By the way, if you're dealing with a large amount of content and have a front-end, I would actually consider MySQL since it's built just for that.

I would do as it says and contact the administrator.
If you are the administrator, check the settings that you put on it and you might want to consider upgrading the exchange server. That would be a great 1 or 2 year project for your team. Is it when you are attaching a large file? Is the domain you are sending to on the black list?

Ideally, you'd want to validate the content if it's an actual query, especially if these will be posted on the website. Also, make sure you log some information such as IP address, it's really good for YOUR documentation and security. I do it on all of my websites. Anyone can develop, but start looking into computer science concepts (Google it).
The languages you should be learning is based on several things, what environment, front-end, back-end, requirements, and lots of other things. You usually use the language based on the project, but the most common web languages are (X)HTML, CSS, JavaScript, PHP, JQeuery, and possibly even Java but I wouldn't go down that route and it was my first language....

Normally when using float with two objects in the same container, they will usually go left and right, so your CSS is doing it correctly.

The first step would be to extract the content.
This can be done via TET: http://www.pdflib.com/download/tet/
Or you can convert to a Word document->change the file extension to zip->unzip->find the right xml files->gather data

Then you can insert into your database.
