You could have a look at CSS ZenGarden - they do exactly what you are after (except on a MUCH bigger scale).

They also provide examples, and may also be able to supply you with an exact solution to your problem.

Thanks for the link - I've been off & read some examples, and now at least know what shtml files, and

is for...
Effectively, there's no difference in the above to what frontPage is doing for me now (I think). The exception being that FP doesn't force you to use SHTML file names.

I should have posted a link to my test pages, not the rubbish I'm currently using (sorry).
Creating the 3 columns I have figured out... See:

What I can't get my head wrapped around is how to INCLUDE the menu (which is menu.html) without using a FrontPage include ? (which is how I'm doing it now)...
That's step 1.

Just an Idea, but maybe your could create a background image, totally transparent - say 100x100 pixels, then use the 'repeat' ? / tile function to fill the entire form window with it.
Just an idea - I'm a CSS newbie byself.

Basic CSS / HTML concepts issue
G'Day.
I'm a total newbie to CSS, and I've created a standard 3 col layout fixed, fluid, fixed on my home page www.hudsoft.com However it is a mashup of CSS & HTML & I want to convert it to 'pure' CSS.
My problem is the 'concept' - or how to achieve the same result as what I have now... The MENU in col 1 is using a FrontPage (shock horror) INCLUDE to grab a menu.html file, and insert it into the column. (The menu itself... -
Your table border doesn't resize in FF. When I shrink the borwser left, the right col data over-writes the table.
I have a simple 3 column design at www.hudsoft.com which doesn't do the same thing as yours (however I haven't converted it to CSS completely yet either).
It MAY be worth a look at least.
