Maybe you are looking for the Control Panel.
Probably no one will email, but if you reply to this we can try to track down you trouble.

maybe you are looking for a document setting which is under an administrative mode. what accout are you using?

The folder is hidden by default. Did you select view hidden files in folder options?
The folder also appears under a particular user rather than in C:\Documents and Settings e.g C:\Documents and Settings\Admini strator.
