    Heya, Breana.

Not to make this sound like an advertisement or anything, but I generally recommend just renting a server. A-Plus has a sale right now that will run you just shy of $90 per year, plus you get two free domains with the plan.

I like A-Plus; their control panel is awful and horribly slow, but their servers are fast, and I have never had downtime problems, ever. Take that, Bluehost!

I also don't have a website, but my email is ALWAYS available :P

The other option, of course, is the free development server that you already own: Your computer. You can install and set up Apache, MySQL and PHP on your own system and test out your site that way for free.

Once you deploy the site, then you'll probably want to look into getting a managed server.

I've always liked bluehost... dispite the downtime... and the endless wait for technical support... A-Plus you say? :P
But they do have an excelent control panel :)
Better stop talking now before I have to ban myself for advertising... or flaming :P

But, I must back up pbmod's suggesting for a local test server. No downtime and no payment required... can't beat that ;)
Just make sure you test the page properly before you put it on to a live server.
