Why don't you use the lower case function LCASE() to both strings?

or UCASE() to both strings

SELECT * FROM tablename WHERE UCASE('abCD') = UCASE('ABcd');

or using like clause

SELECT * FROM tablename WHERE 'abCD' like 'ABcd';
