No matter how much Mendeleyev did his best, that table is a mess mathematically
speaking. I'd suggest an external resource for every cell of that table so you can
build and display the table according to that resource (.properties file or preferences etc.)

JFrame with jbuttons come to mind.
click on the jbutton (H) and it will give you more info about the element.
