HTML/CSS - help!

OK, i need help.
I need to know how to create a sort of 'container', so all my content is in this container and the 'background is all white for example. see link: "www.lloydstsb. co.uk", or "www.totaljobs. com".
Also, the nav bar at the top... I need to know how to make this stay put, and not dramatically change when the brower window is re-sized?

Have you attempted to do any of the work yourself? Do you have any experience with HTML or CSS? If not, I recommend the following tutorials: HTML Dog, Mozilla, Google, and of course anything from the W3C.

Dramatically change how? Do bunnies and leprechauns jump out of the page when it re-sizes? (If so, link please)
