css effect can see at mozilla but not on IE and Chrome

hello,

In my project I made different css for designing.I including that css according to requirements.
Firefox shows all effects like background images, rounded box and etc. but IE and chrome doesn't show any effects.

How to solve this problem?

if IE and Chrome do not support the CSS effects—not at all. (check out the CSS compatibility tables on the net)
