Not all of it. Mozilla has a property '-moz-behavior' which can contain
'url(path/to/behavior.xbl)', IE has something similar: 'behavior' which
    can contain 'url(path/to/behavior.htc)'.

IE is using HTCs for this, Mozilla uses XBL.
