what needs to be done if we want our header to fit according to the screen size. suppose if we create smaller picture, it tends to go blur in bigger size screen. so is there a way or mechanism by which we can design the header to fit in accordance with the client's screen.

affraid not.... you create the image with a higher resolution using photo shop or whatever.

or you use text in your header logo only

You can make the image resize with the rest of the page by using percentages on everything but as Harsh said the only way to improve the quality is to edit the image out side of the page.
