browser conflicts and css loading

This problem is driving me nuts. Ok, I have a number of browsers installed on my computer. I have Safari, IE4>IE7, Firefox, Netscape and Opera. I have xampp installed for my apache server (I'm running on windows XP). Say for instance I load Opera or Safari with my localhost/file, when I make changes to the styles they appear after refreshing, HOWEVER these changes DO NOT take effect in either Mozilla or IE, even after clearing caches and cookies, and restarting the application. It will show in the source code the necessary changes, BUT WILL NOT PARSE. Anybody have any experience with this?

Um nope.

I have had issues with apache and caching restarting the apache service seemed to fix it.
Not really whats affecting you though.

Having 3 copies of IE could make issues with IE's cache, but i dont see how that could affect FF also...
