Why does my drop down menu not work?

Why dropdown menus are not displaying properly in some browsers, when we use <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">.

That doctype is incomplete. See the article about doctypes in Articles above.
