i would like to know whether it is possible to develop a menu for a website using only css, or is knowledge of javascript a must.

Javascript is not needed. Nor is CSS for that matter. But to style such things, CSS is required while javascript can add functionality. For CSS menus, search the web. One of my favorites is cssplay.com.
