I have been solicited by someone in Russia asking me to assist them in a banking transaction. All of a sudden they are really pushing me to make a transfer from a Russian Bank to one in Malta. They say they can't make it because of the governmnt. I am concerned it is a scam but have no way of knowing where they are actually from etc.

This is a well known scam scenario. Don't send any money. These are typically hoax emails or even scams/cons and should just be ignored. If you have the ability in your email to mark things as junk (ie: a junk/spam filter feature), then I would suggest marking them as such. If not, just delete them. Also, check here for a similar email to the one you received.
Don't get taken by these guys, you will never get a cent and they will reap the benefits.

Two rules of thumb:- If it shows up at your door, and you neither ordered it nor paid for it, it isn't yours.
- If someone solicits money from you in exchange for more money down the road, ask for a business plan or show him the door.
