Implement XOn/XOff (in software - on behalf of the Windows side by calling the appropriate Port methods, on behalf of the Basic Stamp it depends), hardware RTS/CTS or both! -
Any microcontroller is good enough for multitasking - this depends on the software you write. And for fooling around you need no microcontroller at all!
If you are looking for a powerhouse try the ARM architecture controllers.
