I installed the Windows 7 64-bit version yesterday. I saw 3 errors of Base System devices not installed
PCI bus 4, device 6, function 2
PCI bus 4, device 6, function 3
PCI bus 4, device 6, function 4
I have no idea what they are. I just searched on google for somewhere to download the devices, I then download and install, and the errors don't go away. I was also wandering if these are the reason the performance of my Laptop...

How to fix a fluctuating high ping times
Here's the problem, the past 3 days in ANY game I play, on ANY server, the latency keeps jumping up and down. It changes harmoniously, not randomly. I mean every 4 seconds it jumps up then back down. Like it is 90 ms, and after 4 seconds it's 9000 ms, then after 4 seconds it's 90 again, then after 4 seconds it's 9000 again, and it keeps fluctuating exactly that way all the time. How do I write the code for the championship sort of a set of numbers?
I know roughly how it works(number of leaves is 2^n where n is smallest value for which 2^n is greater than number of values to be sorted; values are placed initially at leaves and move upwards...), but I haven't a clue how to write the code. I'm not asking for the code, just for tips like what value do I place in the empty nodes of the tree, because the definition of this sort algorith just says to place zero and zero is unusable as it is a number.... -
How do I create a folder in C?
I know how to create a file, by using F=fopen("name of file with extension","w") ; , where F is a pointer to the file. But how do I create a folder? Do folders have some kind of special format? Please someone tell me if it's possible to create a folder in C, and if yes then how? -

Something on my computer is limiting my download speed
I have DSL with a download speed of 32MB/s and an upload speed of 8MB/s(according to my ISP), and I am using a router.
