I had the same problem but the solution that Paxxer describes above did not work for me. I was experiencing this problem in IIS5 on windows XP. I managed to work around the issue by downloading the iis6 manager which is available for XP and using that to set the custom errors on my local IIS5 install. Hope this information helps.
