RESOLVED

I am looking at it now, I had just clicked the link on google when the email notification came :)

Ok I am using Visual Basic 6 to download a file everytime it starts, but, the file normaly gets changed slightly between the time I start the program, but when i use the InternetGetFile function it downloads the file then saves it to Temporary Internet Files, so the next time I try to InternetGetFile it gets the file from the Temporary Internet File copy of it and not from the internet therefore, it dosn't get the update, the file is 125kb very small...
