Do you have Adobe Flash CS3 or 4? if yes, you can do this with it and actionscript 3.
It works but will still cost you some money for the flash cs program.
Student can use this tool (http://www.playerdiy.com/ ), which is free. It can make custom web flash video player with thumbnail playlist. You could try it if it is the one you need.
