Just to add, the problem you were seeing originaly is due to an issue with Acrobat reader. If you check you will probably find that it is version 7.0.0.
If you get the latest version it will cure the problem.

You can distrubute your application as a runtime version.
For Access 2003 you will need to purchase Visual studio 2005 for the microsoft office system (this includes Access 2003 developer extensions). It has the run time licenses.
For Access 2007 I believe the developer extenssions are free
With the above you can distribute and run your application on any PC even if it does not have Access on it.
