can you change the use for the monitor on a laptop, like from normal use to switch for monitoring the cctv?

can you please give more info as it isn't clear what exactly you are trying to do ?
if you want to view your cctv cameras on the pc the (dvr system) should give you access to the web interface on the local lan and in so doing also have full control over the dvr to play and rewind.
If you don't have a dvr and only have one cctv camera to view, you are going to need a USB video capturing card to connect the yellow rca cables to from the cctv camera, and run the capture card software to view the cctv.
