Tool to create fillable pdfs

I want to know a good tool/software , to create fillable PDFs forms , in addition to adobe, which is not to heavy (heavy means not take much space or not too big in size)

I had just tried this https://www.adobe.com/cfusion/tdrc/i...bat_pro&loc=en but its too big over 300MB.

Get Adobe Standard X and you can create fillable PDF forms. Average size is around 3.5MB
