File transfer between two computer

Under Windows and Internet environment, what is the best way to tranfer a big file ( about 27M ) between two remote computers? Does windows have commands to support this (e.g. ftp & ftpd)?

You can use FTP, that works. If your computers are on the same domain you can transfer it that way.

You can try filezilla if you are looking for a windows ftp server.
