    Control Panel Is Missing

    H E L P !!!! My XP operating system has lost the control panel in standard operating mode. It can only be found in SAFE MODE. In my folder options dialog box the “ Show Control Panel in My Computer “ pick box is selected. When I pick start and then pick the “ set program access and defaults “I get “THIS OPERATION HAS BEEN CANCELED DUE TO THE RESTRICTION IN EFFECT ON THIS COMPUTER. PLEASE, CONTACT YOUR SYSTEM ADMINISTRATOR “.
    My system is not part of a network. There is nothing that is networked on my computer so how can there be an “ ADMINISTRATOR ? “
    I tried to find Tweak UI and couldn’t locate it anywhere. I then down-loaded power tools “ Tweak UI ” from Microsoft and looked at the control panel area of the Tweak UI and found that “access.cpl “ had a checkmark in the pick box. The login repair portion didn’t change anything. I went looking for the access.cpl program in the system32 area and when I double pick it the “ ADMINISTRATOR …” reference comes up. As a mater of fact when I pick any of the CPL files that same error statement comes up.
    I tried the http://www.dougknox.co m/xp/fileassoc/xp_cpl_file_ass oc.zip trick and nothing changed. I did the “SFC /SCANNOW “ move with my WINDOWS disk and that changed nothing.
    My operating system is “ XP HOME Version 5.1, build 2600 SP2, cpu is an AMD A64 X2 4200+ 2x 512KB cash on a MSI K3N SLI Platinum MB, w/ CORSAIR 2 GB DDR2 Twin 2x Matched Memory Pair RAM, and a e-GeForce 8600 GT video card.
    I have reinstalled XP several times using the REPAIR feature and stupid XP doesn’t fix the part of the system that deals w/ GROUP POLICY RESTRICTIONS. Some how there are restrictions assigned on my computer
    I am not that aware of how to use the system restore feature that windows has but it doesn’t matter because the “ ADMINISTRATOR “ statement is displayed when I try to access it through the HELP feature of XP.
    Got any suggestions ??????

    On XP Home, the simplest explanation is that you are using a limited account instead of an "Administra tor" account. I believe that booting in safe mode and creating and new admin account or changing the setting on your existing account may do the trick.

    By the way, Thank you for including so much detail in you post. That will help get your problem tracked down much more quickly.

      It seems to be the latest variant of "smitfraud" or "zlob", I am also looking for the fix, you can try the usual smitfraud removal tricks but none are working. I have found that winlogon is modified by adding "printer.ex e instead of "explorer", removing this in the registry will help but the virus has a mothership somewhere that just keeps coming back, I haven't located the infected file yet. The control panel is removed. The computer is pretty much locked down through Policy editor and you can't do much. These guys are getting good! They suck! I've tried all the #.cpl tricks, nothing, all bring up the “THIS OPERATION HAS BEEN CANCELED DUE TO THE RESTRICTION IN EFFECT ON THIS COMPUTER. PLEASE, CONTACT YOUR SYSTEM ADMINISTRATOR “, wish I could help, but I am looking for help as well, so if anyone has any suggestions please respond! I should add that I own a computer shop and it is quickly filling with these infected computers, apparently no one in town has the fix as well!
