Do not attempt anything that follows until you have a BACK-UP of YOUR DRIVE!!!

It means that either a program that is in your startup or something in registry is trying to find that file and load it, and it can not either locate file or the file is damaged.

First thing I would do is, unplug from the internet, perform a safe-start (the old [F8]) and then disable all of my normal startup programs: [windows-logo-key][R]MsConfig[enter]
Under the general tab (first one)
    Selective startup
    Uncheck load startup items

(We Will Be coming back to this program)
    Reboot as normal

If you do not receive the error then we know that one of the startup items is causeing the issue.

    Safe start again.
    MsConfig again
Select Normal Startup option from the general tab
    Go to the "Startup" tab
    UnCheck EVERYTHING

    Reboot as normal,
    No errors, good!

From this "normal" boot MSConfig, Starup Tab, check mark the first one.

    Reboot as normal,

    No errors, good!

Repeat the above until the program you check in the startup
tab give you the error. You now know which program is damaged.

Find the installation files/disks for this program

MSConfig one more time, general tab, normal startup

    Reboot

Most program installers will have a repair/remove option. Try that from the installation program/disk. Select repair if offered first. The next option is to un-install, re-install

If you can't get it to work after that... you'll need your local CompNerd to layhands upon the beast.

---> During the reboots using the SafeMode and Limited startup you may receive warning prompts about using these modes, OK them and if offered "normal" start-up, select the safemode/limited instead.

Best of Luck and my Prayers, this can be a pain to do.

oh, and just in case you missed it... before you start:
    BACK-UP YOUR DRIVE!!!
