Is it possible to build a. asp.net mvc web application that blocks social networking

This system blocks these social networks at specific times or allows the social network to be active only for a certain duration. A master password allows the entire system to be controlled by the parents and they can set the duration or even enable a time slot for the use of the social network.Please let me know how to get started with building such a web application.
