connect finger scanner with computer

Dear Friend

i have HIP CM280 finger scanner
i want to connect it with computer for following operations
# get scanned data to db
# handle those in computer

i connect with 'TCP/IP'
programming language vb 6.0, vb.net, java, j2ee ....

please help me to connect this
