run-time error -2147467259(80004005

It was working upto yester day. Today I got this error and message as follows.
DBNETLIB][CONNECTIONOPEN( CONNECT().]SPECIFIED SQL SERVER NOT FOUND.

That seems to be a connection problem with the DB SERVER.

Either the DB is down or a network / access issue.
