Custom Control with Containers Accessable from outside Control

Alright i have a couple of panels in a custom control and when i put the control in a project you can't add to the panels. How would i go about this? Or is there a better way to do so.

The Control is basically 3 Panels and a few buttons.

Is the custom control designed to work as a container control ?

Not that i know off.

But I've seen this

Or what ever this is but I think it is only good to make the whole control a container. I just want the panels as the containers.
