Can aplication created in Vb 6.0 and Oracle be online using PHP

i have heard that there is a software which is in VB 6.0 with database oracle and is used with php . and it is online . what it exactly means ? can VB 6.0 be online usong PHP ?

is one of my clients personal s/w , i have not yet seen it but i am unaware that is it possible to have combination of VB 6.0 , PHP and Oracle online , or surly it must be on local host .
