Programming for Windows CE with VB

Hi, this is kind of the next stage to a dimmer lighting project i posted about previously. I just wondered if it was possible to write programs for CE using Visual Basic 6? i'm developing a lighting system that uses a number of touchcreens to enable the user to interect with it. As a prototype i want to use a thin client system running Windows CE 5 with a touchscreen attatched. The program i want to write would be for the client side (written for CE) to communicate with a server (written for windows XP) using microsoft winsock presumeably (which i don't have any expereince with yet..) The program would be relatively simple but with a nice GUI.
I have seen Windows CE tools for visual basic 6 available, but it seems to be hard to get hold of in the UK, and also very expensive... is this a requirement for CE programming?

Any help or ideas would be grately appreciated.

    Many Thanks,

    Adam
