If you just started having this problem:

(1) Save all new documents, files, folders and software, to external storage, a Flash drive for instance

(2) Restore your machine to an earlier point, specificly a date you know you did not have this problem

(3) Run your app again, see if the error goes away

Yes, probably a DLL has been updated when something else was installed, and VB doesn't like it.
