Making resizable Background Images

Hi,
I Am Working On A Simple Fixed Width Layout With Using Background
Images.
And I Want That Background Image Should Be Resizable With Every
Resolution,
And That Background Image Is Shaded.
Now I Am Not Getting It That How I'll Place That Image & How I'll
Place Text On It.

Even I Am Searching In Google But I Am Not Get Anything Yet.

So Please Can You Help Me Out Of This.
