    Is there a way to turn this off in a debug build?

      Are you referring to VB 2005? VB.NET 2002/2003 both do not support XML
      comments.

          hmm...I have 2003 and everytime I build my project it says right below that
          its building XML comments...

                      Which add-in or extension for VS.NET do you use to work with XML comments?
