Hot Key Underline

[GAR in KY]

How come the underlines do not appear for my Hot Keys on my VB.NET apps until
I hit the <Alt> key after the form is loaded then they all appear but the
focus shifts to the first dropdown menu?

GAR,

That is Windows XP behavior that can be controlled from the Display
Properties Effects button.
