I want to develop a HR Payroll software. Please guide me from where to start and what method and tools I need to use?

Tools you will need:

• Visual Studio (assuming you are building for Windows)
• Xcode (if you are building for Macintosh)
• Fluent knowledge of a programming laguage such as C# (Windows) or Cocoa (Macintosh)
• Lots of Red Bull
• Little need for sleep (Optional but highly recommended)

Beyond that... This forum isn't meant to be a free R&D lab for entire product solutions. As you make your way through your project you will no doubt get stuck here and there. (we all do). Post code related to the error you are getting, or concept that is unclear to you and someone here with some experience in that area will do their best to help you along.
