data entry through excel

is it possible to make data entry possible through offline mode in php?kindly help me.
steps

1. table in my sql
2. client download table from from server in the form of excel sheet
3. enter data in excel sheet
4. then upload the same to server
5. then excel sheet data imported to my sql

need internet connection just at 2 time first at excel download time then second at excel upload time
