CMS Solution

We are looking for something similar to this:

Can anyone tell me if this was custom built or if it's an out of the box
solution and if it is what's the app? We like the city content solution that
this has... Any direction would be appreciated. We also like the invoicing
part of it and the ability to create pages without knowing html..
