page reload on selecting dropdown item like country, state, district, etc.

i m developing a site which designed using css and html table
when i run the page which includes the dropdown menues for country,state,d istrict when i select the country dropdown menu the whole page get jumped and show data this happen every time on each selection of state district how can i stop this problem
