Can I send mail from my localhost having internet connection from proxy and using wamp?

You'll have to set up an e-mail server. But since you're probably on a domestic connection, it might get blacklisted by the ISP. You're better off using an existing SMTP server.

To send mail from your localhost,You need to configure the SMTP and than add send mail folder to your wamp folder.
