1. you need to build a streaming video player on flash action script.
2. need some streamed videos in the server those are going to play.
3. need to make controller or decide how to make the user control.
4 need php, database, xml programming to build back end.

I am curious, how much programming experience do you have? Is there anything like it already? Unless you are going to download to your computer, make videos and post them online, getting a live stream of TV to a website would require a receiver which can packet the information, and send to the website which can store and display the packets, much like how video calls work (I think they work like this?). But let us know how much programming you have done and in what language(s).

Hmmmm, well I have never even thought about doing a live one, but it would be like Skype or Google video chat, just on a website. I will have a think about it, and wait to see if anyone else on here has done similar things, but I am thinking that you may need to have a look at how video chat works and use what language they use.
