500 Internal Server Error w/ PHP 5 and Vista

describes the error I am having. It suggests that it has to with the permissions of a file.
I assume it is the web.config file.

In Vista you can change permissions on file by clicking on the Security tab.
Isn't there an easier way to do this in a command line window?

Is it even possible to have IIS with PHP and MySQL?

Yes its possible to run PHP code on IIS7 and MySQL installs on Windows so not a problem.
