Post New Content Automatically

hello,

i'm kinda new to web application and programming.

i was asked to create a feature that when there is any new content/article added to the application registered users will be noticed by sending an email to their emails. (is this called subscibe?)

is there any free service out there that i can use to do this?

You are looking for RSS, which will either email or post to a reader, like Google Reader. Shouldn't be hard to find. Built in to TikiWiki.
