Creating shared admin folder in PHP (windows)

I need to create a shared folder on a Windows 2003 Server platform. I have seen some VB scripts that do this, but I have to do this from within PHP (v 5.2). Also, the folder must be restricted to Administrative users.
Any and all help appreciated!

Use mkdir() to create the directory and chmod() to set permissions.

Edit: i forgot: mkdir()'s second parameter accepts a mode for the permissions.
