Is there anyway to enable pop-ups thru javascript or php?
If not is there anyway of checking if pop-ups are blocked on a browser?

If pop ups are disabled on the browser then theyre disabled, and probably disabled for a reason; if someone doesnt want pop ups you'll only annoy them by forcing them on the user.
