NetBeans is an IDE used alot for Java development and PHP is an open-
source server-side scripting
language
Maybe I explained wrong...
we are learning netbeans at university. The teacher is making some
example 20 rows long that in php I can do with just 1 row...
so I'm not able to see why it's so useful and why not we cannot learn
php instead!

You're comparing apples and oranges. Or maybe apples and an orange juice
processing plant.
You are effectively saying, "why should I spend so much time learning how to
operate the orange juice processing plant, when I can pick an apple and eat
it in 30 seconds?"

In addition to what the others have said, netbeans have their uses,
also. They're a good thing to learn; even if you don't use Java, the
techniques you'll learn can be used other places.
