could you please let me know about the technologies for providing any of these items :
Shopping cart
Online payment
Discussion board
Chat
Newsgroup
Blog

Shopping cart - x-cart, or there are free ones out there
Online payment - most premade progams have one built in including x-cart
Discussion board - if you mean like what is here joomla, and mambo but i usualy just build my own cause they are more customizable
Chat - FreeJavaChat.co m
Newsgroup - not sure what you mean but i think i remember seeing that in the joomla read me
Blog - joomla or build you own.

all of these can be done yourself if you have time and it makes it more customizable but unless you know what you are doing it will take a long time and may not be very secure
but if you do build your own i would use paypal for a money processing
