Installation problem - 4.3.0 - 4

I've tried installing php 4.3.0 and .4 and keep getting the same problem.
When I 'make' the install I end up with an error:

has anyone else experienced this? I don't understand this error and the
files are there.
my server is an apache 1.3.29
