PHP for sure, Apache too as webserver, MySQL would be smart.

For personal use, this is fun. For public or commercial use, this is
pretty difficult because you need a good connection.

FreeBSD works for me and a lot of Internet sites; Linux works for a lot
of people. Both are absolutely free. Avoid Microsoft products like the
plague. Actually, avoid it moreso than the plague; at least the plague
puts you out of your misery after f***ing you.

This is the most difficult part. ISPs will not be happy about you
running a server off of a home or small-business connection. (Especially
if they realise someone's just a lousy MP3-serving pirate, eating up
masses of their bandwidth and putting everyone involved at risk of legal
action.) Some people run little family pages off of their ADSL
connection, but they only get away with it because traffic is less in a
year than it takes to browse full-on pages in an hour. As soon as you
get serious traffic, most home connections will jam, the neighbours will
be pissed because you'll throw out the contention ratio, and the ISP may
get suspicious of all the HTTP requests going your way. Custom
connections for servers, such as leased lines, T1 connection, etc. cost
more than I imagine you've got. (Unless you're actually head of IT for a
big firm.)

Etc? If you're gonna use a non-Windows machine, you'll also want to make
sure you choose hardware that will work for those OSs. Most does these
days, but there's still a disgusting tendency of manufacturers to just
design stuff for good ol' Windows <insert current year> and screw
everyone else. Like those b******s at Logitech forcing people to buy new
webcams from them when XP came out just because they couldn't be
bothered to post updated drivers for the existing cams, even though
webcam technology has barely moved on in about five years.

It looks like you're asking someone to do all the work for you. And,
trust me, researching this stuff on the Web is much more fun than
actually physically putting it all together.
